Lithium battery industry ushered in heavy files! Product performance requirements to further improve

Release Time:2024-05-09

Beijing News Shell Finance News (Reporter Tao Ye) On May 8, according to the website of the Ministry of Industry and Information Technology, in order to further strengthen the management of the lithium-ion battery industry and promote the high-quality development of the industry, the Electronic Information Department of the Ministry of Industry and Information Technology The "Lithium-ion Battery Industry Standard Conditions (2021)" and "Lithium-ion Battery Industry Standard Announcement Management Measures (2021)" were revised, the formation of the "lithium battery industry standard conditions (2024)" and "lithium battery industry standard announcement management measures (2024)" (Draft), is now open for comments.

The "Lithium Battery Industry Specifications (2024)" (draft for comments) requires that lithium battery companies should have independent production, sales and service capabilities for related products in the lithium battery industry; the annual cost for research and development and process improvement is not less than 3% of the main business income, encourage enterprises to obtain the qualifications of independent research and development institutions, engineering laboratories, technology centers or high-tech enterprises above the provincial level; encourage enterprises to create green factories; encourage enterprises to build themselves or participate in the joint construction of pilot platforms; The main products have patents for technological inventions; The actual output of the previous year at the time of declaration shall not be less than 50% of the actual production capacity of the same year.

Shell financial reporters compared the "lithium battery industry standard conditions (2024 version)" and "lithium battery industry standard announcement management measures (2024 version)" and 2021 version of the difference found:

Technical progress and product performance requirements have been updated

With the development of lithium battery technology, the 2024 version puts forward higher requirements for battery energy density, power density, cycle life and other performance indicators to promote technological progress and product quality improvement.

This draft for comments in 2024 requires that the energy density of energy-type single cells using ternary materials (lithium nickel cobalt manganate) is ≥ 230Wh/kg, and the energy density of battery packs is ≥ 165Wh/kg; The energy density of energy-type single cells using other materials such as lithium iron phosphate is ≥ 165Wh/kg, and the energy density of battery packs is ≥ 120Wh/kg. Power type single battery power density ≥ 1500 W/kg, battery power density ≥ 1200 W/kg. Single battery cycle life ≥ 1500 times and capacity retention rate ≥ 80%, battery cycle life ≥ 1000 times and capacity retention rate ≥ 80%.

Enhancement of safety production and environmental protection requirements

The new version adds regulations on safe production, environmental protection, energy conservation and emission reduction. In 2024, the draft for comments added the expression "encourage enterprises to create green factories" to meet the current higher requirements for sustainable development and green manufacturing.

In 2024, the draft requires that the safety of lithium battery products should meet the requirements of relevant mandatory standards and be inspected by testing institutions with corresponding qualifications. Mandatory standards include but are not limited to: "Safety Technical Specification for Lithium-ion Batteries for Electric Bicycle" (GB43854), "Safety Requirements for Lithium Batteries and Battery Packs for Electric Energy Storage Systems", etc.

In general, this draft for comments in 2024 strengthens the adjustment of industrial layout and project establishment, and puts forward new guidance on the industrial layout and project establishment of lithium battery enterprises. Compared with the pre-revision version, the number of mandatory standards mentioned in the draft for comments has increased significantly. The draft also encourages enterprises to formulate and implement product technical standards or specifications that are higher than national or industry standards to meet the needs of industry development and policy changes.
